Filmer was born on February 1st 1892, the only child of George and Agnes Spicer, who ran a boarding house. He spent time at Emmanuel School before, in the summer of 1904, starting at Dulwich where he was a pupil for the next three years. After leaving in April 1907, whilst a member of the Modern Upper Fourth, he began to work as an insurance clerk.
In September 1915 Filmer was granted a commission in the Special Reserve of the The Buffs but was not long afterwards attached to the Machine Gun Corps. He was serving with 111th Company, M.G.C., in the autumn of 1916 when he was seriously wounded, ultimately dying as a result on October 6th, at the age of 24. He was survived by his widow, Margaret, whom he had married less than a year earlier.
